When folks talk about the'highest tax rate' they often see a number that's earmarked for the very wealthy. What gets overlooked along with this highest speed is that the income'threshold' which decides the amount of people affected by that rate. In 1941 the highest income tax rate was 81.1% for those making over $5,000,000. That surely limited this high rate to a minimum number of people.
